Keynote speaker: Julie Becker

Julie Becker has been at the helm of the Luxembourg Stock Exchange (LuxSE) since April 2021. She joined LuxSE in 2013 and was appointed to its Executive Committee in 2015, before being named Deputy CEO in 2019, and CEO two years later.

Her career in the financial sector in Luxembourg spans over two decades and includes positions at the Central Bank of Luxembourg and Dexia.

In 2016, Julie Becker founded the Luxembourg Green Exchange (LGX), the world’s leading platform for sustainable securities. A recognised expert in the field of sustainable finance, Julie Becker has represented LuxSE and LGX at numerous, international expert forums and conferences over the past years, including the EU High-Level Expert Group on Sustainable Finance from 2017 to 2019 and the United Nations High-Level Dialogue on Financing for Development in 2023.

Julie Becker is a member of the board of directors of several Luxembourg-based financial industry associations and the Chair of LuxCMA, a capital markets industry association established in 2019. She was named the “Most Influential Economic Decision Maker in Luxembourg” in the 2022 edition of the Paperjam Top 100, and in June 2023 was awarded the prestigious Commander of the Order of Merit of the Grand Duchy of Luxembourg as a recognition of her dedication to both capital markets and sustainable finance.

Julie Becker played a crucial role in the founding of the Luxembourg Women in Finance Charter. She is a member of the Luxembourg Gender Finance Task Force, launched in 2023, and the EIB’s Women Climate Leaders Network, launched in 2024. She was also appointed as a member of the University of Luxembourg’s Board of Governors in 2023.

Julie Becker specialises in regulatory and legal matters linked to capital markets. She holds a Master’s Degree in European & Corporate Law and a Master’s Degree (DEA) in Private Law from the University of Nancy II, France. She is also an alumna of the Wharton Business School, University of Pennsylvania, USA.

Transforming international capital markets from Luxembourg 

In her keynote speech, Julie Becker will take the audience on a deep dive into Luxembourg’s unique position in international debt capital markets and showcase how Luxembourg’s thriving financial ecosystem has helped shape market developments for the past 60+ years.  As the founder of the Luxembourg Green Exchange, Julie Becker will zoom in on the pioneering role that Luxembourg has played in the field of sustainable finance and shed the light on why Luxembourg is the jurisdiction of choice for leading issuers from across the world.

Keynote speaker - Georges Ravarani

Georges Ravarani, doctor of law, was successively civil judge at the Luxembourg district court, avocat, president of the administrative court and president of the supreme administrative court of Luxembourg. From 2008 to 2015, he was also vice-president of the constitutional court. From 2008 to 2016, he was professor at the Luxembourg University. From 2015 to 2024, he was judge at the European Court of Human Rights. He published in the field of private law – especially tort law –, public law and human rights law.

Ravarani will discuss the protean concept of legitimacy, which refers to both 'legal' legitimacy and legitimacy 'by assent.' His session will explore the individual dimension of legitimacy, concerning the status and exercise of functions of the Strasbourg judge, as well as the collective dimension, addressing the efficiency of the European Court of Human Rights and its mission to develop human rights while respecting its subsidiary role vis-à-vis national authorities.

Join us for an interactive discussion on compliance and corruption in cross-border business: Does compliance only constiutes a burden for businesses or does it provides economic players with certainty and represents an opportunity for them? In this regard, we will examine how compliance in the area of corruption impacts on the strategies of the actors of the global economy, who often include arbitration as a dispute settlement mechanism in their contracts. The new European Union directive on whistleblowing has been implemented in all EU states. Like most whistleblowing legislation, the goal is to maintain an open and transparent society and to protect those who expose misconduct or hidden threats; for example, fraud and criminal conduct, product and transport safety, and consumer data protection. Under EU legislation, retaliation, revenge or penalising the reporting internally may now result in legal action for compensating the suffered loss. Retaliatory measures are automatically null and void. Under the new Regulations whistleblowers shall not be deemed to have breached any restrictions on the disclosure of information and shall not incur any liability as a result of disclosure.

In this increasingly interconnected world, companies with employees spread across several jurisdictions are grappling with conflicting approaches to addressing grievances and reporting requirements in the workplace environment; including, how to protect a corporate’s reputation and address whistleblowing claims. It is essential to have appropriate reporting channels within the company.

The session will explore key risks and common pitfalls businesses are exposed to when seeking to address disputes across several jurisdictions and the interplay between those jurisdictions in respect of the whistleblowing regime, regulatory reporting and internal corporate investigations.

The experts will share best practices in implementing relevant legislation in their respective jurisdictions and how to prevent conflicts from escalating, as well as practical advice on what to do in the case of a report.

The session will explore practical solutions to adhering to new regulations, such as creating proper online systems to guarantee the anonymity of the reporter and that following appropriate procedures will not be penalised, and conducting an internal corporate investigation in this area.

Through a case study, the panel will focus on the different regulations and contracts that are relevant for the key players, governing the purchase, freight forwarding, customs brokerage, transportation, warehousing, import and export of goods.

The speakers will give insights into challenges faced by the key players. What are the impact and risks of digitalisation, such as the use of online logistics platforms and electronic customs declarations? What happens if goods are stolen during transport? Will VAT or excise duties become due? Should the taxes and duties be borne by the buyer or the seller, and is a recourse action against the carrier possible? What happens if customs documents are incorrectly filled out? Which party will bear the fines and additional costs, and is a recourse action against the customs broker possible?

We explore the main areas where insolvency risk can be mitigated and the mechanisms for the resolution of disputes that arise out of insolvency or restricting situations with a particular focus on cross-border situations. We shall consider the risks to stakeholders in periods of financial distress, insolvency and restructuring with a focus on the claims that can be brought against directors, managers, and shareholders.

Environmental and Social Risks Considerations: Environmental and social responsibility of companies is at the front of many corporate and commercial relationships. Breaches of good practice, misrepresentation as to standards and other poor behaviours carry with them significant risks and give rise to disputes not only domestically but also in other jurisdictions. We shall consider the risk of office holder liability for claims arising from environmental and social factors including tortious claims, misrepresentation and fraud claims and claims arising out of equality law.
